Bora Pharmaceuticals, a global leader in pharmaceutical manufacturing, is growing its presence in Baltimore.

The company made its entrance into Maryland last year when it acquired the 87,000 square-foot facility that formerly housed Emergent BioSolutions. Now, the Taiwan-based business is investing approximately $15 million to install a new automated line vial, syringe, and cartridge line.

According to the company, the facility provides drug product manufacturing services for sterile injectables and fill/finish services of vials and pre-filled syringes on four fill lines, freeze-drying, formulation development, and support services. This expansion introduces new technologies that require specialized expertise, creating pathways for future high-skilled jobs in advanced pharmaceutical manufacturing. The Baltimore site is Bora’s first sterile injectable manufacturing facility and 10th manufacturing and distribution site overall.

As a top pharmaceutical manufacturer, Bora Pharmaceuticals serves more than 100 countries across the globe, helping partners accelerate product development and scale supply to meet patients’ needs worldwide. With this investment in Baltimore, the company anticipates creating future roles that require advanced skillsets in automated sterile manufacturing. These opportunities will focus on workforce development in emerging areas of pharmaceutical production, supporting both the local talent pipeline and the state’s growing life sciences manufacturing capabilities.

“As one of the leading states for the life sciences, Maryland is excited to have Bora Pharmaceuticals as part of our community and proud to support its reinvestment in Baltimore,” said Maryland Commerce Secretary Harry Coker, Jr. “Maryland and Taiwan are also natural partners—our friendship goes back many years—so we are thrilled to have another successful Taiwanese company making an impact locally and around the world.”

The Maryland Department of Commerce is working to assist Bora Pharmaceuticals with its ongoing project in Baltimore. The company has submitted a Notice of Intent to utilize the state’s One Maryland Tax Credit, which provides an income tax credit to businesses that invest in an economic development project in specific jurisdictions and create a minimum number of qualified jobs.
